At COP13, held in Bali in December 2007, the Bali Action Plan was adopted.

The Bali Action Plan, or Decision 1/COP13, establishes that a comprehensive process be launched to enable the full, effective and sustained implementation of the United Nations Framework Convention on Climate Change through long-term cooperative action, now, up to and beyond 2012, in order to reach an agreed outcome and adopt a decision at its fifteenth session, to be held in Copenhagen in December 2009.

This is to be done by addressing, inter alia:

1. A shared vision for long-term cooperative action
2. Enhanced national and international action on mitigation of climate change
3. Enhanced action on adaptation
4. Enhanced action on technology development and transfer to support action on mitigation and adaptation
5. Enhanced action on the provision of financial resources and investment to support action on mitigation and adaptation and technology cooperation
